Job Summary:
The Technical Business Analyst will work closely with Department staff on a system enhancement initiative. This role involves analyzing business needs, identifying problems, proposing solutions, and acting as a liaison between IT and business teams throughout the SDLC.

Job Summary:
The Technical Business Analyst will work closely with Department staff on a system enhancement initiative. This role involves analyzing business needs, identifying problems, proposing solutions, and acting as a liaison between IT and business teams throughout the SDLC.
Key Responsibilities:
- Guide stakeholders in defining effective approaches to achieve project objectives.
- Identify and resolve interdependent project issues.
- Liaise with various business units to gather and clarify requirements.
- Analyze and map current/future state business processes.
- Prepare and contribute to business cases and feasibility assessments.
- Produce clear and high-quality documentation.
- Report regularly to project managers on status and issues.
Knowledge Areas:
- Strong understanding of requirements elicitation and management.
- Skilled in Microsoft Office Suite, especially Visio and Excel.
- Familiarity with Agile/sprint models.
- Experience with system testing across platforms.
- Case management experience is a plus.
- Mentoring or coaching experience preferred.
Deliverables:
- Business and functional requirements documentation.
- Non-functional requirements documentation (performance, scalability, security, etc.).
- Reporting specifications and traceability matrix.
- Process workflows and high-level product-to-function maps.
- Updated matrix reflecting any changes during the project lifecycle.

- Strong relational and communication skills.
- Effective interview and facilitation abilities.
- Analytical thinking and critical evaluation.
- Organizational skills and change adaptability.
- Ability to model requirements graphically or through workflows.
Requirements:
- Minimum 5 years of experience in technical business analysis.
- Experience developing technical documentation (designs, plans, specs).
- Hands-on application development skills (architecture, design, coding).
- Understanding of .NET and other comparable technologies.
- Ability to lead training or workshops for IT staff.
