Job Title: Financial Counselor
Location: Manitowoc, WI, 54220
Duration: 12/01/2025 – 03/05/2026
Shift: 1st
Schedule: Monday – Friday, 8:30 AM – 5:00 PM, 40 hours per week, 8 hours per day, no weekends, no on-call.




Required Skills & Experience

  • One year of experience in healthcare/revenue cycle functions (or other business office), case management, or social work is required.

  • Customer service skills.




Preferred Skills & Experience

  • Experience using Microsoft Word, Excel, and other software programs is preferred.

  • Experience using Epic in a healthcare environment is preferred.

  • Experience in social work or case management is preferred.




Education

  • High School diploma or equivalent is required.

  • Bachelor’s degree in social work, case management, healthcare administration, business administration, or related field is preferred.




Licensure & Certifications

  • State of Wisconsin and Federal Certified Application Counselor Designation is required or must be obtained within 12 months after hire.




Job Summary

  • Assess patient financial needs, assist patients, and collect deposits according to the Client’s Billing and Collection Policy in a professional and courteous manner.

  • Screen patients and assist with applications for governmental programs, the health insurance exchange, and/or the Client’s financial assistance program.

  • Collaborate with Admitting/Registration, Preauthorization, Care Management, Patient Financial Services, and MCW Clinical Practice Services to address financial responsibilities.

  • Initiate timely account resolution activities for self-pay patients or those experiencing financial hardship to allow elective care to proceed.

  • Monitor Financial Counselor work queues to ensure completion of financial activities and timely resolution of account balances.

  • Counsel patients through the application and eligibility process for Medicaid, Victim of Crime, Insurance Exchange, and other assistance programs.

  • Assist patients with the Client’s Financial Assistance application process per organizational protocols.

  • Collect patient deposits based on ability to pay and estimated cost of care; provide and update estimates as necessary.

  • Communicate with Social Services, Case Management, Admitting/Registration, and physicians to resolve financial issues affecting elective care.

  • Ensure compliance with hospital accounting and documentation requirements, including insurance verification and precertifications.

  • Provide backup coverage and cross-train with other Financial Counselor positions, including occasional evening, weekend, or holiday shifts.

  • Assist patients during open enrollment to apply for Qualified Health Plans (QHPs) or Insurance Affordability Programs.

  • Adhere to document storage and destruction policies and all applicable state, federal, and Client regulations related to Certified Application Counselor responsibilities.

  • Stay current with regulatory updates and internal policy changes related to financial counseling responsibilities.
