As Client accelerates its HR transformation to maintain market leadership, The Senior Prevailing Wage Associate supports payroll accuracy and compliance by administering, validating, and preparing HR and payroll-impacting data in advance of payroll execution. This role is critical to strengthening compliance, improving payroll data quality, and enabling a more specialized, scalable, and proactive HR service delivery model.
Job Summary
The Prevailing Wage Associate is responsible for supporting certified payroll and prevailing wage compliance activities across assigned populations. This role ensures accurate data collection, validation, and reporting in accordance with federal, state, and local prevailing wage regulations. The associate partners closely with payroll, HR operations, and compliance stakeholders to ensure timely and accurate submissions while maintaining strong audit readiness.
Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other ancillary duties may be assigned.
Support end-to-end prevailing wage and certified payroll processes
Collect, review, and validate payroll data for prevailing wage compliance
Prepare and submit certified payroll reports (e.g., WH-347 or state equivalents)
Ensure employee classifications, wage rates, fringes, and hours align to wage determinations
Partner with Payroll to resolve discrepancies prior to payroll close
Monitor compliance with federal, state, and local prevailing wage requirements
Maintain documentation and audit-ready records for compliance reviews
Responding to internal and external inquiries related to certified payroll and prevailing wage
Track deadlines and ensure timely submission of all required reports
Escalate compliance risks, errors, or gaps to leadership with recommended actions
Support process improvements and standardization efforts within payroll and HR operations
Supervisory Responsibilities
Will coach and mentor less experienced team members and act as team a Subject Matter Expert.
Qualifications
Education and Experience
Education: Bachelor's Degree (accredited) in Computer Science, MIS, Business Administration, or similar area of study or in lieu of degree, High School Diploma or GED (accredited) and four years of relevant work experience.
Experience: 24 years of experience in certified payroll and/or prevailing wage administration.
Certificates, Licenses, Registrations or Other Requirements
Certified Payroll Professional (CPP) or equivalent certification
Other Knowledge, Skills or Abilities Required
Hands-on experience preparing certified payroll reports
Strong understanding of prevailing wage regulations (federal, state, and local)
Experience working with payroll data, wage determinations, and labor classifications
High attention to detail with strong validation and quality control skills
Ability to manage recurring deadlines and compliance requirement
Advanced knowledge or skills in one or more of the following required:
Experience supporting multi-state or complex prevailing wage populations
Prior experience in an HR Service Center, Payroll Operations, or Shared Services environment
Expertise with payroll and HCM systems (Intermediate Excel skills., Oracle HCM, UKG-Timekeeper, ADP, Workday)
Ability to work independently, prioritize effectively, and operate in a fast-paced, service-oriented environment.
Excellent communication skills and a collaborative mindset.
May require advanced skills in one or more of the following:
Written and verbal communication skills as well as listening skills.
Successfully leading a project team reach its business objectives within set timeframes.
Attention to detail.
Analytical and qualitative abilities.
