Job Title: Employee Relations Consultant
Location: Houston, TX (First 3 Week s Onsite for training)
Duration: 3+ Months


Job Summary:
To provide direction and guidance to all levels at Client s by analyzing, recommending, assisting in the development of and administering various Human Resources programs, plans, policies and procedures in a consistent manner; advising both leadership and staff regarding resolution of various issues/concerns; and coordinating a variety of activities related to fair employment practices, laws and regulations.

Responsibility A:
Provides daily direction, guidance, and counseling to leadership and employees.
  • Responds to questions ranging from simple to complex within 24 hours of initial inquiry regarding employment issues and application of policies.
  • Interprets policies and practices for Client s employees and leadership, ensuring consistent application of the same within regulatory parameters.
  • Conducts one-on-one meetings with employees or leadership, obtaining pertinent information, determining applicability of policies/procedures to the issue at hand, recommending an action plan and providing follow-up as necessary.
  • Coordinates the Employee Problem Solving (EPS) process, including initial meeting(s), Step One Mediation, Step Two Committee Meeting, and final notification to all involved parties, and ensures that all steps are followed within established time frames 100% of the time.
  • Conducts investigations for complaints of sexual harassment, discrimination, gross misconduct or other allegations received via the Client s Confidential Hotline and complete investigations within established time frames.
Responsibility B:
Responds to unemployment and other regulatory requests or claims.
  • Determines and provides appropriate response to all Texas Workforce Commission (TWC) claims 100% of the time prior to the TWC deadline.
  • Conducts telephone hearings on behalf of the organization, briefing and preparing other leaders or designees who must testify, and provides sufficient documentation supporting the position of the organization.
  • Maintains and retains complete and accurate files of all TWC claims by fiscal year, according to retention schedules.
  • Reconciles quarterly TWC invoices, ensuring charges are accurate and invoices are paid by the TWC deadline so as to avoid a penalty.
  • Provides statistical information to the Bureau of Labor Statistics, the Department of Labor and other regulatory agencies according to established guidelines 100% of the time.
Responsibility C:
Collect, report, and maintain data for biennual background check compliance.
  • Collect data from human resources information systems for biannual reporting on a monthly basis.
  • Ensure accuracy of all information gathered.
  • Verify all employees due for a biennaul background check have appropriate documentation authorizing the release of background information.
  • Submit finalized report to vendor to complete background checks and follow-up to ensure completion.
  • Upload results to human resources information system and consult with Employee Relations designee if data is returned with alerts.

Knowledge and Skills:
  • Broad knowledge of legal requirements related to Affirmative Action, Equal Employment, unemployment claims, workplace investigations, etc., in order to ensure Hospital is in compliance with these activities.
  • Ability to competently utilize computer word processors and spreadsheet programs and HRIS software.
  • Excellent verbal and written communication, organizational, time-management and facilitation skills are required.
  • Incumbent must be able to interface effectively with all levels of personnel within the organization, work autonomously and maintain flexibility and adaptability.
