Job Title: GIS Developer
Location: Atlanta, GA (Hybrid)
Duration: 3+ months with potential for extension
 
Note: While the intent may be a long-term tenure, this position is subject to annual budget restrictions.

Job Overview:
The Client is seeking a GIS Developer for configuring and developing custom Esri ArcGIS Enterprise applications (10x, 11x) using Javascript API, Experience Builder, ArcGIS Portal/Online/Hub, and Field Maps. These applications will be deployed within SharePoint web sites and integrated within .NET-based applications, databases (Oracle/Oracle Exadata, SQL Server), data warehouse (Oracle Exadata), and enterprise reporting (Oracle Business Intelligence Enterprise Edition (OBIEE), Data Visualizer, or Power BI). The ideal candidate will have application programming/development, implementation, and support experience.
Under broad supervision, the candidate will be responsible for designing, coding, testing, modifying, and debugging computer software and applications utilizing Esri ArcGIS technology. They will research and analyze program or system issues, provide resolutions, and complete system documentation. Additionally, the candidate will translate business requirements/user stories into secure, maintainable, and well-documented code.
The candidate will work as part of the Enterprise GIS Team of the Office of IT Applications, collaborating with IT team members (database, network, server) and interacting with management, architects, developers, and business units. The candidate will follow internal SLDC standards/guidelines and best practices for solution development.
 
Essential Responsibilities:
  • Develop customized web applications, web services, mobile, and enterprise GIS solutions.
  • Develop geoprocessing and GIS web services.
  • Develop GIS web editing/mapping applications.
  • Conduct performance, unit, system, integration, and quality assurance testing of applications.
  • Maintain existing applications/services.
  • Upgrade and migrate existing applications/services to current versions/systems architecture.
  • Provide end-user support and create support documentation.
  • Collaborate closely with other developers and architects.
  • Estimate work effort and propose/design development solutions.

Required Skills & Experience:
  • Programming/Application Development: 6+ years
  • PL/SQL, SQL: 6+ years
  • Python Scripting (not just ArcPy): 6+ years
  • Esri JavaScript API (ability to develop widgets): 6+ years
  • Esri ArcGIS Server Services & GeoProcessing Services Development: 4+ years
  • ArcGIS Online, ArcGIS Portal for Organization, Hub/Community experience (as Administrator): 4+ years
  • Industry-standard technologies (HTML, CSS, XML, XSLT, Git, HTML5, Dojo, Kendo UI, Angular, Dijit, etc.): 3+ years
  • Esri Web/Experience Builder, Arcade: 3+ years
  • Desktop GIS (ArcGIS Pro, ArcMap), user administration experience: 2+ years
  • Esri Geoevent Processor, Roads and Highways, and/or Image Server experience: Required.
     
Additional Desired Skills:
  • Geodatabase Administration experience with multi-user versioned environments.
  • Esri Roads and Highways, Dynamic Segmentation, and Linear Referencing Systems/Methods, Transportation Data Models.
  • URISA GISP or Esri Enterprise Certification highly desired.
  • Experience with SafeSoftware Feature Manipulation Engine (FME).
  • ArcPro Add-in Development experience.
  • Experience with current technology implementation patterns, including service-oriented architecture and cloud-based solutions.
 
Educational Requirements:
  • Bachelor’s degree in Geography, GIS, Computer Science, or a related field.
     
Soft Skills:
  • Ability to clearly communicate technical ideas to both technical peers and non-technical stakeholders.
  • Strong collaboration and teamwork skills.
  • Ability to troubleshoot and resolve issues from code bugs to database connectivity and server failures.
  • In-depth knowledge of geospatial and mapping concepts, including spatial analysis, map projections, and related technologies.
  • Understanding of IT security concepts and best practices within Esri technology.
