Position Concept:
- The Controls Engineers primary areas of responsibility, within Generation Major Projects, will include but not be limited to, the Emerson Ovation and ABB DCS, combustion turbine and steam turbine control systems, PLCs and instrumentation.
- This mid-level engineer position works under minimal supervision, may be called on to conduct, coordinate and supervise complex engineering studies and design, and carries out complex or Client assignments requiring the development of new or improved techniques and procedures.
- This position will function as a staff engineer supporting Emerging Technologies¬ Major Projects at client Power Stations. Projects include major generation expansion projects with a focus on improving fuel efficiency, emissions compliance and dual-fuel reliability.
- These projects include a detailed engineering phase and a field engineering phase. The detailed engineering will be performed with an Engineering Firm.
- During the detailed engineering phase, the engineer will be required to travel to the Engineering Firm offices (approx. 2 trips per month, 3-5 days per trip).
Temporary relocation is preferred but not required.
- The field engineering phase will require the engineer to work at various client Power Stations during construction and commissioning of the new equipment.
- The Emerging Technology department leads the evaluation, development, and execution of innovative generation projects to enhance client energy supply portfolio. The team focuses on integrating cutting-edge technologies that improve efficiency, reduce emissions, and support long-term grid reliability.
- Emerging Technology plays a critical role in shaping TEC¬ s future energy infrastructure. By identifying and deploying advanced generation solutions - such as major generation expansion projects with a focus on improving fuel efficiency, emissions compliance and dual-fuel reliability.
- The department ensures TEC remains a resilient, sustainable, and forward-thinking utility.
Duties And Responsibilities:
Detailed Design Engineering Phase:
- Liaison between the Engineering Firm technical disciplines and TEC engineering, Big Bend station, Polk Power Station, construction and start-up.
- Ensure TEC and industry standards are maintained during the design phase.
- Review the Engineering Firm design calculations, specifications and drawings
- Provide technical support to procurement during specification development and the bidding process.
- Provide the technical support needed to update budgets and schedules.
- Monitor engineering progress vs. schedule to identify potential problem areas early.
- Participate in model and constructability reviews.
- Develop control system factory testing plans and lead factory tests. Participate in shop inspections as needed.
- Work closely with station personnel on major design decisions to utilize their experience and field knowledge and Product buy-in.
- Perform value engineering to ensure project cost effectiveness.
Field Engineering Phase:
- Provide technical support to construction contractors to locate and interpret design drawings, specifications and contracts.
- Track contractor progress and provide input during monthly reviews.
- Liaison between station operations and construction contractors to coordinate equipment outages, tie-ins, road closures etc. associated with your areas of responsibility.
- Assist construction supervision with quality control ¬ ensure the construction is performed as per the design and if field changes are required, they meet or exceed TEC standards.
- Ensure test procedures are followed and documented.
- Support RFI resolution between the contractor and Construction Management (CM) team.
- Inspect equipment and materials upon deliver to the site to verify they meet the specifications and are not damaged.
- Monitor for proper equipment and material storage on site as required by the manufacturers prior to installation
- Support construction-to-startup turnover package assembly, turnover walk-downs, turnover punch lists.
- Support startup and commissioning efforts including startup spare parts procurement, coordination with vendors and station operations as needed, and startup-to-operations turnover.
- Support station operations and maintenance efforts to procure long-term spare parts and develop preventative maintenance plans for the new equipment.
Education:
- Required: Graduate from an accredited college with a Bachelor¬ s of Science degree in Engineering
- Preferred: Graduate from an accredited college with a Bachelor¬ s of Science degree in Electrical, Chemical, or Mechanical Engineering
Liscenses/Certifications:
Required: P.E (Eng IV)
Preferred: P.E (Eng III)
Preferred: Florida FE or EIT (Eng III and Eng IV)
Experience:
- Required: Minimum of 8 years of direct work experience in Power Plant design engineering with specific experience on large, multi-disciplinary projects (Eng III)
- Required: Minimum of 12 years of direct work experience in Power Plant design engineering with specific experience on large, multi-disciplinary projects (Eng IV)
- Preferred: Direct work experience performing the Duties & Responsibilities of this position is preferred.
Knowledge/skills/abilities:
- Required: Ability to learn and work safely in a construction and plant environment.
