Job Summary:
- The Client is seeking the services of a Senior Enterprise Architect (EA3) to lead enterprise design and implementation for initiatives related to the consolidation of the Clinical Information Solution (CIS).
- The Enterprise Architect for the provincially consolidated CIS is responsible for designing, developing, and maintaining the overall enterprise architecture of the healthcare organization’s CIS platform.
- They will ensure that the system integrates seamlessly with other healthcare technologies, complies with industry standards, and supports organizational goals.
- This role involves strategic planning, system optimization, and the implementation of scalable solutions that enhance the performance, security, and usability of the CIS.
- The architect collaborates not only with IT teams, but is a critical partner to the business stakeholders, and healthcare professionals to ensure the platform meets clinical, administrative, and regulatory requirements.
1. Solution Design and Architecture:
- System Architecture Development: Create and document the overall architecture of the clinical information solution, ensuring it aligns with the project’s technical requirements and business objectives.
- Integration Planning: Design how the CIS will integrate with existing systems, such as electronic health records (EHRs), laboratory systems, and other government health information systems.
- Scalability and Performance: Ensure the system is scalable to accommodate future growth and perform efficiently under the expected load.
- Guidance and Mentorship: Provide technical guidance and leadership to the implementation teams, including defining architecture principles, technical standards, and best practices.
- Stakeholder Collaboration: Work closely with stakeholders, including government officials, healthcare professionals, and IT teams, to ensure the technical aspects of the solution meet the needs of all parties.
- Quality Assurance: Work with quality assurance teams to develop testing strategies and ensure the system meets functional and non-functional requirements.
- Regulatory Compliance: Ensure the solution complies with healthcare regulations and standards (e.g., PHIPPA, RTIPPA), as well as provincial and federal data protection laws.
- Security Architecture: Develop and implement security protocols to protect sensitive health data, including encryption, access controls, and secure data transmission.
- Business – IT Alignment: Develop and maintain a business architecture model that aligns business strategy with digital advancements, ensuring that technology solutions support the organization’s goals.
- Process Optimization: Analyze and optimize business processes, identifying opportunities for efficiency improvements and ensuring seamless integration across departments.
- Capability Mapping: Define and document key business capabilities, ensuring clear connections between strategic goals, resources, and IT solutions.
- A University degree in Computer Science or Information Technology is preferred but an equivalent combination of education and experience may be considered.
- A minimum of ten (10) years of IM/IT experience.
- A minimum of eight (8) or more years of demonstrated experience as a lead Technical/Solution Architect on medium to large system development or COTS implementation projects.
- The referenced experience must have been obtained in the last ten (10) years.
- Resource must be able to effectively communicate in English (verbal and written)
- Submitted resumes must be 5 pages max, focus on the Scored Requirements (section 4) and Deliverables (section 11).
- Limit vendor submission to 2 per vendor.
- Demonstrated capability of leading team of specialists in large or complex enterprise implementations. Describe role and responsibility - 8 years

- Demonstrated experience in the development of technical deliverables identified under Section 11. Describe role and responsibilities - 5 years
- Proven experience collaborating with multi-vendor teams on cross-organizational projects and implementations - 5 years
- Demonstrated experience in transformational projects that require net new business and architectural perspective.
- Demonstrated experience working within client environment showcasing a strong understanding of the local landscape.
- Verbal and written communication, facilitation, and presentation skills in French and English is strongly preferred.
