Job Summary:
Under broad supervision, the IT Project Manager will manage IT projects through the full project lifecycle—from definition through successful implementation of deliverables. This includes coordination of IT operations and infrastructure modernization for the Department of Early Care & Learning (DECAL). The Project Manager will work closely with cross-functional teams, manage timelines and budgets, and ensure compliance with cybersecurity standards. Strong stakeholder, vendor, and risk management skills are essential.
Key Responsibilities:
• Develop and manage detailed project plans, schedules, and budgets.
• Coordinate internal resources and third-party vendors for flawless project execution.
• Ensure timely and within-budget delivery of projects.
• Define project scope and objectives, ensuring technical feasibility and stakeholder alignment.
• Track and report on project performance using appropriate tools (e.g., Jira, Azure DevOps).
• Manage stakeholder communication and prepare executive-level status reports and presentations.
• Identify, assess, and mitigate project risks; perform change management.
• Serve as a core member of the PMO, assisting other team members as needed.
• Build and foster collaborative relationships across business units, agencies, and vendor partners.
• Work cross-functionally across IT operations, cybersecurity, infrastructure, and development teams.
• Collaborate with external state agencies such as DPH, GTA, and IV&V.
Business Analyst Responsibilities:
• Gather and document business requirements from stakeholders.
• Analyze workflows and identify areas for process improvement.
• Translate business needs into functional specifications.
• Assist in user acceptance testing and confirm solutions meet business objectives.
• Experience with CAPS business process and Gateway Integrations is a plus.
Qualifications:
• Bachelor’s degree in Business Administration, Management, Computer Science, or related field.
• 5+ years of IT project management experience.
• Certifications: PMP and Certified ScrumMaster (CSM) – Required.
• Proficiency in Agile, Waterfall, Hybrid, and SAFe methodologies.
• Experience managing IT operations and infrastructure modernization initiatives.
• Knowledge of cybersecurity standards and compliance (e.g., NIST, HIPAA).
• Hands-on experience with tools like Jira, Azure DevOps, ServiceNow, Salesforce, Asana.
• Strong skills in BRD, user stories, use case documentation.
• Experience in risk mitigation, issue tracking, and change control.
• Excellent vendor and stakeholder engagement abilities.
• Familiarity with ITSM, incident/problem management.
• Strong test planning skills (UAT, system, regression, integration, performance).
• Expertise in cross-functional leadership and team collaboration.
• Advanced skills in Microsoft Office Suite (Excel, PowerPoint, Visio, OneNote, MS Project).
• Strong emotional intelligence and organizational capabilities.
• Ability to manage multiple concurrent projects in a fast-paced, deadline-driven environment.
