Program Analyst
Job Title: Program Analyst / Business Analyst
Location: Richmond, VA 23219
Duration: 18 Months
Overview
The Program Analyst / Business Analyst will provide research, analysis, and guidance to support business operations, process improvements, and cross-functional initiatives. The role requires expertise in analyzing complex data, facilitating decision-making, and supporting strategic programs. The analyst will serve as a liaison between business stakeholders, IT, and leadership to ensure alignment with organizational objectives.
Key Responsibilities:
Business & Program Analysis
- Research and analyze data and problems of varying complexity to develop recommendations for business solutions.
- Identify, evaluate, and develop effective processes and procedures that meet business requirements.
- Perform complex analysis of major business issues and proactively recommend sustainable solutions using established methodologies and tools.
- Anticipate customer needs, assess capabilities, and recommend business process improvements and sustainable solutions.
- Compile and analyze detailed statistics and data to support decision-making on key business issues.
- Provide consultation, reporting, and analysis to clients, colleagues, and management.
- Lead process improvement initiatives, documenting and presenting outcomes to senior leadership.
- Develop, design, and update major business processes and workflows.
Cross-Functional & Stakeholder Engagement
- Participate in cross-functional team initiatives and process improvement projects.
- Collaborate with leadership at all levels to facilitate prioritization and strategic decision-making.
- Serve as a liaison between customer programs and System IT to address planning, blockers, and issue resolution.
- Coordinate with IT Finance to ensure proper understanding and application of IT charges.
- Provide change management support for transformational enterprise platform implementations.
Colo Program–Specific Responsibilities
- Collect and analyze asset data, prepare reports, and provide recommendations for asset inventory management.
- Facilitate discussions between customer leadership, governance bodies, and IT regarding priorities and strategy.
- Guide the application of Agile and Scrum principles within the team.
- Manage the BDG records management program.
- Apply risk management principles in decision-making and contribute to organizational risk management.
- Support project planning and execution by analyzing dependencies, critical paths, and key performance indicators.
Required Qualifications
- Bachelor’s degree in Business, Information Systems, or related field (or equivalent experience).
- Proven experience as a Program Analyst, Business Analyst, or similar role.
- Strong business process analysis, improvement, and documentation skills.

Advanced proficiency in:
- MS Project (multi-phase project schedules, dependencies, critical path analysis, KPI tracking).
- Excel (pivot tables, advanced formulas, macros, automated reporting, dashboard creation).
- Power BI (dashboard design, DAX calculations, data modeling, custom measures for KPI tracking).
- Strong analytical and problem-solving skills with the ability to handle complex data.
- Excellent communication and presentation skills, with experience engaging senior leadership.
- Experience leading cross-functional teams and process improvement initiatives.
- Knowledge of risk management principles and their application to business decision-making.
Preferred Qualifications
- Experience in infrastructure project management or project support.
- Familiarity with Agile and Scrum methodologies.
- Experience supporting transformational enterprise platform implementations.
- Prior experience working in utility, IT governance, or large-scale enterprise environments.
