Job Description: Power Program Operations Engineer/Analyst


1. Provide consultative technical/analytical and functional support in the area of Contract Management/Administration for the Power Markets Power Program Operations group.
2. Provide operational support for feed-in tariffs and administration of Power Purchase Agreement (PPA) contract as it relates to performance of the electric supply system on Long Island.

Specific responsibilities are listed below:
Administer the Feed-In Tariff Programs for renewable energy resources by screening resources for eligibility, selecting resources for the programs, administering the contractual arrangements for the resources, monitoring development progress, and preparing monthly reports for the Renewable Portfolio Standard (RPS) compliance and Feed-in Tariff (FIT) program status.
Perform on-site monitoring of the tests required of generators under contract to LIPA including annual and seasonal testing and reporting of DMNC ratings, Heat Rate Performance and Voltage Support Service (VSS) Testing. Provide Bidding Support and Data to Electric Resources & Trading (ER&T) for the daily and hourly bidding of generating units into the New York State Independent System Operator (ISO). Data reports are updated on a daily, weekly, monthly, seasonal and annual basis.
This position is accountable for the following areas: testing and verification of power plant performance under contract to LIPA which can have a significant impact on the overall operation and performance of the power system; the administration of the Feed-In tariffs which are a significant component of meeting LIPA's Clean Energy Standard commitment; and, preparation of bidding parameters which are used to dispatch the power system. These responsibilities can have a significant economic and financial effect on *** Long Island, LIPA and Long Island ratepayers.
Develop and maintain process documentation. Interact, communicate and champion process and information transfer to maximize implementation of improvement opportunities
Provide support and problem resolution to Manager Power Program Operations in coordination with the appropriate partners (Legal-, Procurement, Tax, Enterprise Risk Management, Corporate Properties, Survey & Mapping)
Demonstrate teamwork - work collaboratively and cooperatively with others, leading and following as needed

Knowledge and Experience Required:
Bachelor's degree in Electrical, Mechanical, Civil or other Engineering, Science, Accounting, or Finance discipline
Minimum 4-6 years work experience performing similar work responsibilities
Must have excellent interpersonal, verbal and written communication skills as well as ability to travel to attend off-site generating unit tests, and meetings on and off Long Island is required.
Proficiency in Advanced Excel, preparing and maintaining complex spreadsheets and excel models required
Analytical ability, business sense, high energy, skilled in computer applications
Microsoft Office Suite
Demonstrated understanding of contract administration and management
Must have general knowledge of uniform commercial code and contract law
Valid Drivers license required.

Preferred Skills:
Engineering experience in Electric Power, Mechanical or Electrical
A Master's Degree in Electrical or Mechanical Engineering or MBA.
Familiarity with power plant operations and testing is preferred, as well as knowledge of renewable energy plant development, construction and operation.
Familiarity with transmission and distribution power systems is a plus.
Experience with software tool applications used by Power Markets Organization (Sharepoint, Smart Sheet, SAPetc.)
